Position: Housing Programs Director

Programs: Housing/Homeless programs at the Community Action Board of Santa Cruz County, Inc.

Hours: 37.5-40 hours/week, including occasional weekends and evenings (Exempt)

Salary: $26 – $28/hr with up to 6% increase based on merit after 4 month evaluation.

Benefits: Medical, dental (employee only, employee pays half of dental), and life insurance, Vision and Retirement plan (401K plan after six months of employment), 24 days annual leave to start, and 12 paid holidays per year.

Overview: The mission of the Community Action Board of Santa Cruz County, Inc. (CAB), is to partner with the community to eliminate poverty and create social change through advocacy and essential services. This position provides overall management and direction for several housing/homeless, homelessness and overcrowding (“doubled/tripled up” in housing)prevention services at CAB, including the Rental Assistance Program (RAP), the Youth Homeless Response Team (YHRT), and the Watsonville Works homeless employment experience program and is an integral part of the CAB leadership team, which includes representing the agency at various levels.

Basic Duties and Responsibilities:

  • Responsible for the implementation of the housing and homeless services programming (homeless, overcrowding & homelessness prevention)and strategic planning for program and service delivery growth.
  • Responsible for recruiting, supervising and training staff and volunteers.
  • Supervises and mentors Coordinators and program supervisors.
  • Formulates, manages, and monitors program budget.
  • Creates and implements Fund Development Plans including revenue creation and participates in obtaining funds/grants that will ensure growth and expansion of service delivery, including grant writing.
  • Ensures the satisfactory execution of contracts and ensures contract goals are met including building and reinforcing community relationships.
  • Understands and provides leadership to ensure performance based supervision and outcomes based service delivery model;
  • Collects, maintains and prepares program and financial reports.
  • Oversees and performs outreach, public relations, advocacy and education to promote goals of the programs and works cooperatively with community, private, and public sector partners. Deals appropriately with delicate and confidential matters.
  • Dedicated to the mission, vision and values of CAB.
  • Responsible for coordinating/integrating all housing/homeless and homelessness prevention programming with overall CAB programs.

Specific Duties and Responsibilities:

Program Services

  • Oversees the operation of on-going CAB housing/homeless and homelessness prevention program services, projects, and activities. Ensures that service delivery is based on research based practices and performance based outcomes and maximizes the opportunity to integrate or bundle services with other CAB programs. Monitors contract compliance and program goal attainment.
  • Designs systems for and oversees the implementation of new program services, projects, and activities as needed.
  • Coordinates and oversees activities for contract based projects within the framework of the mission statement, contractual policies, procedures, guidelines and budgets.
  • Ensures contract compliance for all program funding sources and monitors program outcomes. Maintains accurate documentation of program activities including Medical Administrative Activities (MAA billing).
  • Arranges for and/or conducts training of staff, interns, and clients including implementation of consistent program staff meetings and participation in agency staff meetings and activities.
  • Provides direct client services as needed in regards to housing/homeless/homelessness prevention services as well as information and referral to safety net health and human services.
  • Responsible for the development of emerging program initiatives.
  • Provides positive oriented leadership and navigation of agency transitions and program growth areas.

Fiscal Operations

  • Prepares budgets, monitors, and maintains fiscal records. Evaluates financial reports and recommends budget modifications.
  • Oversees the proper and timely preparation and submittal of check requests, staff time sheets and MAA time surveys.
  • Creates and implements Fund Development Plans, identifies and develops new funding through such actions as grant writing, network building, & fund-raising. Expands revenue generating activities to support fund development.
  • Interfaces with funding source contacts, attends meetings, represents CAB as part of county wide initiatives or workshops as needed.

Reporting

  • Oversees the maintenance of program activity statistics and data collection systems/database(s).
  • Prepares monthly/quarterly/annual reports. Prepares materials for annual report and audit.
  • Ensures monthly board reports are completed and submitted on a timely basis.

Outreach, Public Relations, Advocacy, Education

  • Oversees and/or establishes outreach contacts with related agencies, groups, individuals and stakeholders to ensure program goals are met and opportunities for program growth and expansion are maximized.
  • Produces and/or organizes educational materials, PSA’s and press releases.
  • Represents the program to agency staff and directors as well as the public and agency partners.

Overall CAB Leadership

  • Participates in the CAB Leadership team, supports overall agency mission, vision, and core values.
  • Supports agency events, activities, and meetings; ensures program is represented in community, local, and state networks, as needed.
  • Mentors and provides leadership development to housing/homeless services employees.

Minimum Qualifications:

  • BA or BS in Sociology, Psychology, Community Studies or related field OR Four years of demonstrated experience working in nonprofit management, preferably in housing/homeless services and/or vulnerable populations or comparable experience REQUIRED.
  • Excellent supervisory, organizational and project management skills.
  • Experience with outcomes based and performance based management and contract compliance.
  • Ability to implement and manage operations and service delivery systems.
  • Ability to communicate effectively with others (oral/written).
  • Bilingual/Bi-literate (English and Spanish), PREFERRED.
  • Able to explain and motivate others as to CAB’s and its housing/homeless services’ mission, processes and procedures.
  • Able to perform program planning, budget management and personnel administration.
  • Strong computer skills and system knowledge including Microsoft Office Suite Word, Power Point, Access, Excel and Outlook/365.
  • Ability to collect and manage data and prepare reports, both qualitative and quantitative.
  • Knowledge and familiarity with the Santa Cruz County network of housing, health, social service, and related agencies as well as geography preferred.
  • Understanding issues of housing and homelessness, including poverty and cultural competency.
  • Demonstrated knowledge and ability to effectively utilize conflict resolution techniques.
  • Knowledge of safe work procedures.
  • Knowledge and demonstrated experience in fund development and fund raising.
  • Comprehensive understanding of the diverse low-income community CAB serves, including immigrants/farmworkers, those transitioning from welfare to work, etc.
  • Safe driving record, current California driver’s license, vehicle and proof of vehicle insurance, REQUIRED.
