Location: Watsonville, CA.

Hours: 40 hours per week

Salary: $18.00 to $20.00 per hour depending on experience; up to 6% increase after 4 months

Overview: CAB’s Housing and Homeless/Homelessness Prevention programs are a core component of the Community Action Board of Santa Cruz County, Inc. and include the Rental Assistance Program, Youth Homeless Response Team, and Watsonville Works!, a work experience program for homeless individuals in the Watsonville area with the goal of working with participants to ensure connection to resources, responsivity to their needs, increased social capital, and supporting the creation of a housing stability plan while gaining meaningful work experience using a strengths based, outcomes oriented, housing first approach. CAB and City of Watsonville- Public Works Department collaborated to create the Watsonville Works! program which will include conducting outreach, building trust, and creating employment opportunities and connections to housing/shelter options.

Duties and Responsibilities Summary:

Responsibilities will be to coordinate, supervise and instruct participants by providing work experience and employment development to help build work skills and community connections as well as housing/shelter and other social/economic stability supports. Duties include: daily supervision of program implementation, communication with City of Watsonville partners, identification of public work projects, driving crew vehicle to project sites, purchasing materials, and inventory of project equipment, materials and vehicles, maintenance of attendance and performance records and daily project reports, planning and coordination of participant recruitment orientation and celebration activities, performance of ongoing administrative duties as required by Program Director, data collection and entry, weekly communication with participants and other stakeholders, including downtown/community businesses regarding program operation and conducting regular crew safety trainings in collaboration with Public Works Department.

Duties/Ability to:

  • Provide program planning, administration and implementation including outreach and working with partners.
  • Ensure projects are planned and executed to reach or exceed standards, in partnership with the City of Watsonville.
  • Establish and maintain effective working relationships with participants, staff, business community and others.
  • Teach, direct and supervise staff and a work crew made up of homeless participants and coordinate work projects/logistics.
  • Provide leadership and supervision within the crew staff and participants.
  • Perform physical labor, use program equipment and tools, including lifting (up to 30-45 lbs), in all weather conditions.
  • Communicate effectively with a variety of people, including in person, by phone/email and through reports.
  • Create and maintain data/outcomes tracking systems (including HMIS) and produce regular reports.
  • Actively participate in relevant internal and external agency and/or partner meetings.
  • Provide and oversee direct client assistance including limited case management, application processes, eligibility requirements, reporting, and client services including information and referral.
  • Ability to assess, train, and supervise participants of varied economic and cultural backgrounds and varied work abilities.
  • Secure and/or assist in developing/leading technical assistance and training including work safety, motivational interviewing and trauma informed care.
  • Motivate high-risk individuals in reaching their goals and potential. Plan Weekly orientation and celebration activities.
  • Be available to lead and/or attend staff meetings and other meetings during week days.
  • Safely operate a multiple passenger van.
  • Provide health, Medi-Cal and CalFRESH outreach, information, referral, eligibility, and access assistance as needed by participants.
  • Other duties as assigned.

Crisis Response Responsibilities:

  • Ensure safety of individuals and staff by following established safety protocols.
  • Work collaboratively with City of Watsonville partners and other local services agencies.
  • May be asked to work occasional evenings, holidays and weekends.

Employment Qualifications:

Knowledge of and experience in:

  • Program oversight: new program planning, set up, implementation and coordination for outcome and contract compliance.
  • Planning and supervisory experience with staff and clients in crew situations including in remote areas/rustic conditions.
  • Teaching, motivating, and supervising groups of individuals and staff to be successful in work crew situations.
  • Methods of environmental restoration, beautification of public spaces, trails and sloughs.
  • Safe operation and proper care of hand tools, power tools, and knowledge and practice of safe work procedures.
  • Working knowledge of fundamental principles of human behavior and group dynamics.
  • Understanding issues of: mental health and substance abuse; poverty and cultural competency; and causes of social problems.
  • Strong computer skills (Microsoft Programs: Excel, Word, Outlook, etc.).
  • Work experience in fields related to human services, Homelessness Services, strength-based leadership, and/or studies in fields related to Sociology, Psychology, Community Studies or Environmental Studies.
  • Knowledge and familiarity with the Santa Cruz County network of housing, health, social service and related agencies as well as Watsonville neighborhoods and geography, preferred.
  • Commitment to the goal of empowerment, job training and social/economic supports for diverse homeless individuals, including some that may be dually-diagnosed (mental health and substance abuse).
  • Establish relationships with individuals that are experiencing challenges based on poverty, trauma and/or other conditions.
  • Experience/knowledge of social determinants of health and effective homelessness intervention strategies like Housing First.
  • Experience working in a physical labor, crew environment and working with at-risk and high-risk individuals.
  • Excellent verbal and written communication skills and ability to work in a collaborative partnership environment.
  • A clear understanding of, and the ability to demonstrate, professional ethics, boundaries, and judgment.
  • Professionalism, punctuality, flexibility and reliability are imperative
  • Excellent organization skills and ability to multitask and juggle multiple priorities; Outstanding follow-through with tasks.
  • Strong initiative and willingness to pitch in as needed; Action oriented with strong problem-solving skills
  • Able to communicate well at all levels of the organization including internal and partner/external leadership.
  • Able to work within a frequently changing project scope while maintaining overall direction and structured priorities.
  • Integrity to handle sensitive information in a confidential manner.
  • First aid practices/certifications and safe driving techniques in a multi-passenger vehicle.
  • Current valid CA driver’s license, clean driving record and proof of vehicle insurance REQUIRED.
  • Bilingual (English/Spanish), verbal and written skills REQUIRED.


  • A.A or B.A./B.S. in Social Work, Public Health, Public Policy, Environmental Science or closely related field or equivalency in degree or experience
  • Experience collaborating across government agencies and facilitating multi-agency processes.
  • Experience with HMIS Homeless Management Information data System.
  • Personal or familial experience with homelessness or co-occurring conditions.
